Miramar staff enforces the zoning code administratively, which eliminates the need for Council approval of developments. City staff see this as an incentive for developers because it reduces risk in the development process. Particularly, the City has tried to incentivize special districts by allowing by-right developments to bypass city commission review as long as no variances are needed. The City has offered density and intensity bonuses in certain districts, but no developers have taken advantage of them.
